For nations like Türkiye, Finland, Japan, South Korea, Norway, and Germany, the message from the OECD is clear—success in the coming years will depend less on simply chasing higher visitor numbers and more on building resilience against a volatile geopolitical and environmental climate.

A Record-Breaking Recovery Amid Rising Uncertainty

In 2025, international tourist arrivals across OECD countries reached a staggering 847 million, building on a strong 8.1% growth spurt in 2024. However, this momentum hit a wall in early 2026, as the conflict in the Middle East introduced significant instability into global travel flows.

The OECD report highlights a distinct divergence in performance:

  • The High-Growth Leaders: Nations such as Finland (+16.5%), Japan (+15.8%), South Korea (+15.7%), and Norway (+12.5%) saw double-digit growth in inbound arrivals throughout 2025, buoyed by enhanced connectivity and strategic tourism management.
  • The Emerging Challenges: Other major markets, including Germany, have seen slight contractions in arrivals, reflecting a broader global trend where travellers are becoming more cautious, prioritising affordability, and favouring destinations perceived as safer.

The Three Pillars of Future Tourism

The OECD suggests that for countries like Türkiye—which remains a critical player in this ecosystem—the path forward requires a shift in strategy. The focus is moving away from “mass tourism” toward three key areas of resilience:

1. Navigating Geopolitical Fragility

Safety concerns and the rising costs of travel are reshaping demand. The conflict in the Middle East has served as a sobering reminder of how interconnected the tourism sector is with global stability. Destinations are now being urged to strengthen crisis preparedness and diversify their markets to buffer against sudden disruptions to air connectivity and traveller confidence.

2. Climate Resilience as a Core Strategy

As extreme weather events—from wildfires to record-breaking heatwaves—become more frequent, they are no longer just an environmental concern; they are an operational risk. The OECD is calling for governments to integrate climate risk assessments into national tourism policies, investing in “nature-based solutions” and infrastructure that can withstand the changing climate.
